It is a high-level talent training and supporting plan in parallel with the “Thousand Talents Plan” of the province. Since 2017 the program has selected and supported a group of high-level talents in the fields of natural science, engineering, philosophy and social science, economic and financial management in the province. Working together with other schemes to recruit overseas talents, this plan helps to build a system for fostering high-level innovative and entrepreneurial talents.
